You mean if someone organises some natural sounds.  Then yes of course
it is music.  Someone causing a string to vibrate and produce a note is
a sound - call it natural if you want.  A Bach partita for solo violin
is music though.  R.  Strauss's Alpine symphony includes wind noises.
The whole piece is music though.
