I think, it is a meaningless question, As somebody (I forgot who) once
observed: "There are no bad (or good) orchestras, only bad (or good)
conductors".  Put a good concuctor before a bad orchestra, and it will
play above its usual ability, put a bad conductor before a good orchestra,
and you will not recognize it.
