My guess is that it's driven by the Physics of the various instruments and
their composition (brass/wood, etc.).  Different keys were probably devised
for ease of playability which is why clarinets (all reeds?), trumpets (all
brass?), etc.  come in different keys and are used for different works.
Just an uninformed guess on my part.
