Definitely not, any more than was Mendelssohn.

Willem Mengelberg, whose political naivety wrt the Nazis is legendary,
nevertheless once upbraided hmmm, was it the VPO or the BPO? declaring to
them "And the most beautiful music of all, that of Mahler, that you will
not play!"
