I have never done it, but am told that you can pre-fill the bags, place them 
on the top bars, then just slit them with a razor knife when they are on the 
hive.  Experiment at home to get the right amount so they fit under the 
lids.

Apparently the bees have no trouble using them and do not drown.  Thicker 
syrup would be better at this time of year, methinks.

Some people use the so-called Mountaincamp system of just placing wet 
newspaper on the top bars, making a few little holes above the bees and 
pouring on granulated white sugar.  The bees use the hive moisture to 
liquefy it as they go.

I have seen Dave Green do it in shirt-sleeve weather and it works, at least 
in warm areas and avoids the syrup mixing and toting problem.
