I wouldn't recommend shipping queen cells. Once removed from the nurse 
colony, they need to be in your colonies within hours, not days. And they 
cannot have rough handling.

You might try to get together with other beekeepers who also need cells, and 
have someone pick up the cells and deliver them for the entire group. This 
is what is usually done - using a styrofoam box and some kind of cushioning 
for protection for temperature shifts and physical shock. Delivery is on a 
same-day basis.
