In England there is no compulsory registration but beekeepers are  
encouraged to do so via a tortuous Ministry on-line database which I have never  
negotiated.  The Ministry provide a popular and efficient inspection  service 
for the 2 foulbroods, which are 'notifiable diseases'. This means that  if 
the beekeeper spots a problem that he isn't certain is NOT foulbrood he is  
duty bound to notify the Inspectorate.  The inspector will inspect; take  
samples if thought necessary and put a 'standstill order' on the apiary, meaning 
 that nothing must be moved elsewhere until the order is lifted, treat, if  
necessary, for EFB and destroy by fire for AFB.  All this if funded  out of 
general taxation.  Members of the British (in fact English) BKA are  
automatically, through their subscriptions, members of the Bee Diseases  
Insurance, which is run by beekeepers for beekeepers. They pay compensation for  wood 
and wax destroyed by the Bee Inspector.
