Milt,

Around my neck of the woods (Vermont), slugs always indicate high moisture
levels.  Three possibilites jumped to mind:

1) Is it possible that this hive is located somewhere too damp?
2) Is there excessive vegetation around the hive keeping it damp?
3) Have you tried elevating the hive a bit, to get it away from the damp
ground?

It would seem that anywhere that slugs are happy, bees would not be.

Just thinking aloud.
