Whats your best guess as to what it is?

We had a discussion about a similar box on BEE-L years ago (in archives) and 
if I remember concluded the box could be used for either purpose.
I doubt was ever made in production to sell but beekeeper made. The holes 
are *in my opinion* for ventilation and a piece of screen used.
Maybe a list new member not in the earlier discussion has seen one of these 
before.
Most beekeepers made quite a bit of their equpment years ago (including 
frames) so a box to use to carry/cage  a queen or bee line might be made.
The box might even be the same box returning for sale.
