a friend of mine applied and they accepted documentation that he had treated his hives in a timely manner.
After reading his doc.  I think there may be more than one ELAP, the one he was in was for winter losses and one of the documents said that this program didn't cover losses for CCD and something else I can't remember off the top of my head.
