-- to me at least -- are active in some fashion and should be considered 
alone and in combination.



I would guess that “inert ingredients” would be considered,
those ingredients that are not active in the manner of killing 
the the target, only assisting the active ingredient. Which
could increase the ability of the active ingredient. These 
could be killers by their self alone, for other things, i.e., honey bees.

Other effects of inert ingredients could be only to dilute for the 

purpose of selling a larger quantity to make the product seem

more of a bargain.
