My thoughts on package bees.
You only buy them when nothing else is available and or you cannot pick 
them up.
Can the queen in package bees be evaluated, NO
Is the Queen laying or even mated, Who knows
Will the queen even be alive when picked up or delivered Who knows.

Nucs have to be picked up
can you check the pattern of the laying queen YES
Can you see how much junk comb is in the Nuc YES
If you kill the queen in transport can the bees replace her YES
Most Nucs come with food in the frame again you can inspect before purchase.
If the seller will not let you inspect you need to run not walk away.

If Nucs are available there is no reason to buy package bees there are 
scam beekeepers with package bees and Nucs,  with nucs you can inspect 
before payment with package bees your money is gone.
