The same thing happens when you mix wax foundation and plastic frames with wax coating.  Bees will draw out the wax foundation first.

You can't mix wax and plastic in the same box.    If you don't give the bees a choice. ie all plastic, they will draw them out and fill them when there is heavy flow on.
