I spoke with a high-ranking EPA scientist this morning on this subject.  He
says that EPA did require tests from the manufacturer for the effects of
glyphosate plus added surfactants  on bees to ensure the safety of the
product.

I had also wrongly assumed that EPA did not investigate adjuvants.  In
fact, they do if there are reports of adverse, or potential adverse effects.
