I thank for everyone's suggestions.  I did use a pressure washer with cold water a few years ago when I received some frames and wanted to minimize [if any] chances of foulbrood.  I used a board under the frame to keep it frame deflecting/deforming.  I did a thorough job and, indeed, got wet in the process.  So it's cold scraping and then p. washing.
