This statement is only a thought that is far from correct in Alabama. 

The Alabama Dept of Ag has swarm traps all along the Southern border of Alabama, 

around the port at Mobile, and at International airports across Alabama. 

Swarms are checked from these traps and sometimes are found to be Africanized. 

Alabama does not have any known swarms existing and being worked.
