Why should this be so?  I have been involved with beekeeping in the UK  for
over a quarter of a century and I don't think I know anybody who buys queens
and packages (except for a few Amm enthusiasts who may get some get a queen
from  Micheal Mac Giolla Coda in Ireland and then rear their own.)
