About 5 years ago I built 5 vaporizers using  200 Watt 120V cartridge 
heaters. I measured the temperature of the aluminum block at various times. 
Attached is a picture of the heater and a table of temperatures and times.

I started with 200 Watt for 30 seconds and then reduced the power to 50 
Watts. Two ml of water was used to simulate the 2 gm. of oxalic which would 
be used in the field. Attached is a photo of the heater and a table of the 
temperatures.
