Heifer International does something similar, and they have workers teach
recipients the skills. 

It looks like Mercy Corps does this as well. If you read below in
"Angela's Story," the text says:

"Last June, Mercy Corps showed Angela and 11 other women how to become
beekeepers and supplied them with materials for 20 hives. The group
responded by harvesting 5,000 Quetzales (about US$700) worth of honey in
the first year."

So it sounds like a great service for bees and people alike, and also a
good Christmas gift to give in a bee-lover's name.
