In the UK  both foulbroods are notifiable diseases.  I do not think Varroa is
 notifiable if you are "below the line".  The assumption is that if you
haven't got it you haven't looked hard enough.  I have not seen the line (of
advancing varroa) published lately,  maybe MAFF has given up and now assume
the whole of UK is infested.
