I use exactly the same pieces of shingles, but nail them to the underside of
the inner cover, thick end forward.

The only difficulty I see in putting them on the underside of a brood
chamber is that then the chambers could not easily be reversed.

I do not wrap.  I have tried it, and it works fine, but no better than not
wrapping.  AFAIK the only advantage of wrapping in this cold climate (but
not as cold as mid-Vermont) is in the spring the tar paper works great in
front of the hives as weed/grass control!

Upper ventilation is the key!
