You are better off using new foundation, since you never know what the drawn
foundation has been exposed to.
 
You'll have to start feeding your new packaged bees sugar water to give them a
jump start on building comb.  It's also a good idea to add one teaspoon of
Terramycin and one teaspoon of Fumidil-B to your first gallon of sugar water.
