You need a "vinyl door sweep".  There are versions that attach to the
underside of the door and versions that attach to the inside surface
of the door.  The bracket is aluminum, and the actual "sweep" is vinyl.

I have no idea what the health department might say, as a determined mouse
could clearly chew through the vinyl.
