She was disappointed to find that, despite quite a bit of activity, there were fewer bees than she expected and no brood.

Cellphones present a risk primarily to their users.  So unless the bees are hanging on your cellphone for hours, they should be unaffected.  If there is a cell phone tower nearby, however, then that's a risk to you and your bees.
