Scott, the splitting of hives is a very effective method of swarm control.
 It is the method that we use.

It works well for us because our peak swarm season precedes our main honey
flow, so that we can avert swarming, and either allow colonies to build up
in time for the flow, or recombine the splits at the start of the flow,
since there is virtually no swarming after that date.

But this timing is not the same for all areas--in some swarming occurs
during a main flow.  As Bill frequently points out, all beekeeping is
regional.
