I have not heard of Apocephalus breeding in hives but there is not a lot of info available.  I suspect those may be Drosophila  (AKA "Fruit flies", Vinegar flies) breeding in fermenting honey?

I suggest putting a number of pupae in a ziplock back and see what comes out.  The adults are very different.


In my experience, Apocephalus pupae are much smaller and darker than those of Drosophila spp.
