I'm starting to realize that there is a misconception that "somebody else"
always has all the money and they just aren't willing to share:)
As far as where the money goes, as long as it will be *equally available* to
all researchers, not just specifically earmarked for *either* in-staters
*or* out-of-staters, the idea is fair.
