I have done it both ways and it does not seem to make any difference with a
GOOD
nectar flow.  However, if the nectar flow is weak, it might be better to
"bottom"
super, i.e., put the foundation super close to the brood chamber.
If you are using IMIRIE SHIMS, then it makes no difference.
