ah, i had not considered that possibility.  i may try equalizing colony strength mid build-up by donating capped and emerging brood along with adhering nurse bees from the strongest to the weakest colonies.  thanks for helping me see that i need to make sure there are no eggs or just hatched brood on those frames.
