Have you actually tried this?
In my experience fabric rachet straps 
are inadequate for black bears

The fencer is cheaper than the damage
that the bear will do

As to the fencer -- seperate the functions
ie a regular battery controller, battery
+ solar panel (8-12W?)
A bit cheaper upfront and down the road too
