It does not encourage farmers to use neonic-free seed when it costs the
same as untreated.
Since it cost about $25 per acre to treat seed for corn, untreated seed
should be discounted by that amount.
I was told there would be no discount for untreated seed (presumably
because it was a nuisance just to stock it).
