Of course, some of the inspectors were of exceptional caliber, and of course
most any apiary inspection program under normal conditions would make a
positive contribution to the overall community of beekeepers.   But this was
not "most any program", and the conditions were not "normal".

When NY state decided they "couldn't" hire beekeepers who owned bees as inspectors, they eliminated 90% of the qualified individuals. As a result, people were hired who didn't know the right end of a hive tool. Paid the same as people with decades of experience. In fact, one guy from Pennsylvania was hired because he had bees in PA only, that somehow made it "OK". NY state bureaucrats turn everything they touch to shit.
