Regarding bees from Mexico and Central America:

As a national security issue, this is beyond contemplation. Imagine what sorts of things could be smuggled inside a huge truck load of honey bee hives. And how would they inspect for such things at the border?

Far more plausible to bring bees in from Canada. Plenty of hives up there to pollinate with. I assume the issue is not bringing them to the US but taking them back.
