I think there's a confusion here , The amount of heat produced by an
immersion heater depends on its wattage, not on  the voltage. Electrical
consumption is measured in Watts, if the wattage is the same then there is
no difference between the electrical consumption.

The formula is Watts = Volts x Amps,
