In addition to Jim's excellent explanation, varroa have a reproductive
cycle of approx 17 days for much of the year; bees take 365 days, so much
greater impact of selective pressure.

That said, a few recent studies have (inadvertently) shown that bees from
ag areas are indeed more resistant to neonics at least than are bees from
non ag areas.

Similarly, beekeepers breed for bees resistant to miticide residues.
