Some of my collected swarms have not built up much over the summer
so I have a few hives of about 3-4 frames each. Can I unite 3 of these
to make one hive all at once using the newspaper method? What else can
be done to maximize the use of these hives, they obviously won't make
it on their own.

Some of these weak hives may be queenless so you might try combining
pairs of weak hive bodies with the newspaper method. Then a few weeks
later, try recombining again to get maximum strength per hive. This
may give 6 - 8 frames per hive body and maybe with a good fall honey
flow enough strength to survive the winter. Hope this info is useful.
