Absolutely.  It certainly appeared that the bees responded behaviorally to
cell phone transmission within the hive.  At close range, the
electromagnetic force (EMF) would be strong.  Since EMF drops off as the
square of distance, it is appropriate to first look for effects from a close
transmission source, as in the recent paper.

I haven't seen evidence that bees are affected by cell phone transmissions
under normal conditions, but that certainly doesn't mean that we shouldn't
be investigating potential small effects
