Registration works well for this hobby beekeeper in Maine.  We've been 
blessed with Apiarists who know their stuff and embrace the educational 
mission part of their job description.  And they have a mean nose for 
sniffing out AFB.  Finds were (from memory) 1/2 of 1% in state inspected 
colonies last year.

We have 1 Full time Apiarist covering the entire state.  Some years they 
get summer help.
