This is a trick to get bees to work through the excluder. It's also a very convenient way to make splits without finding the queen. Simply shake the bees off the brood and set it above the excluder. The bees (usually) come up to care for it, and you can then steal the brood and young bees for making nucs or boosting other colonies.
