Is that 0.9% of the honey or 0.9% of the pollen in the honey?  If the  
former, then, effectively GM pollen in honey would be allowed as the % of pollen 
 in honey has, normally, to be well under 1% (this is by eye and not 
through any  measurement that I've heard of).
