The discussion of burlap, to the locals around here, always degenerates to the perceived fear that modern burlap is soaked and treated with insecticide and rodenticide, and thus poisonous to the bees.
 
first, I can't find any modern burlap around here.  Second, the burlap I use and have used is quite old and was once used for cotton bales.  Having used it, it is not poisonous to the bees, and it is so old I doubt if it was treated.
 
I think burlap is superb, and my second choice is cedar shaving pet bedding followed by wood stove pellets.  Cubed alfalfa also works, but as a horse feed, it is expensive to buy.
