I don't want to misunderstood: it is possible for a state agency to implement a fair, thorough and respectable apiary inspection program.  However, a few things would have to happen. It would have to be run by qualified individuals, unhampered by bureaucratic red tape. 

The program would have to have a strong educational and public outreach component. It would have to include some compensation for the destruction of property. It would have to be flexible enough to allow the beekeeper to make decisions on treatment, tempered with the advice and experience of the inspectors. 

There are states that have decent inspection programs. Pennsylvania, Maine, Vermont come to mind. NYS is hopelessly corrupt, they are incapable of doing it right. They have created a huge reservoir of ill will that would take decades to ameliorate.  F'get about it.
