The Ohio Queen project is sponsored/coordinated by the Ohio State Beekeepers Association.  There are regional coordinators who might be able to recommend a supplier.  Contact info is on the ohiostatebeekeepers.org Web site.
I only keep 8-10 hives, but have purchased some good NWC queens from Tim Arheit, one of the regional coordinators.  His Web site is honeyrunapiaries.com.
