Looking at the archives, I wrote in September:

Package bees can be imported [into Canada] from New Zealand, Australia and Chile, under federal import permits. Honeybee queens can be imported from New Zealand, Australia, Chile, California and Hawaii, under federal import permits.

However, I doubt that it would be cost effective to "launder" the bees by installing them into Canadian equipment and trying to pass them off as "Canadian Bees". Furthermore, I bet somebody at the border would get tipped off, so it is a risky proposition at best.
