While I agree with the general drift of these comments, I submit it is far easier to criticize the work of others than to produce concrete suggestions how better to proceed. 

In the past week or two I have seen a lot of money being offered for research proposals. If the money doesn't go to worthwhile projects, it will tend to go to the others. 

Perhaps the commenters would offer up some actual proposals for research projects that would be merit spending money on? Maybe the important work has been covered?
