Charles,
Last winter I saw some of that- cluster pushed up against one wall, and plenty of stores above in second chamber.  I had a horrible January, went from 300 down to 200 in a month.  My best theory was that the double MAQS treatment I did in August hurt the fall bees- there was an inch of dead bees at the bottom of 15% of the boxes.
