Also, there tend to be many per cell.

It can help to add a frame of brood-all-stages to get the workers  doing
their  proper jobs and a chance to start raising a new queen.  You might
speed the process by giving them a queen cell, or a virgin once  they've
started building Q cells, or a mated queen once they've capped a Q cell.
