A common method to try to control swarming here in Australia is to put 
foundation in the brood chamber and lift the brood combs being replaced into 
the supers above the excluder.  May not work for those who do not use 
excluders.  Does not work in some circumstances where the bees want to go to 
the trees no matter what.  This can be on canola for one.
