One question should also be asked, do the new beekeepers participate in the poles, I asked at the last bee keeper meeting I attended, none of the new beekeepers had reported any of their losses to anyone.  If I had access to the data, I would suspect the creation of ELAP would coincide with the higher losses, and the new bee keepers don't have enough hives to qualify.
