I second Jane Beckman's post that clipping the wings of the Queen will do
little to prevent swarming.  I seem to recall reading that the workers, not
the Queen, determin when to swarm.  They will force the Queen out of the
hive, often against her will.  Without wings, she will simply fall to the
ground and die of starvation in most cases.
